Neutral-Earth bond relay - NC or NO

With the Inverter powered of, is the Neutral-Earth relay “Open” or “Closed”? The drawing suggests NO…

Reason I ask is I had an Inverter suffer damage due to nearby lightning strike while it was powered off.

Had a thought that if this relay is “Closed” while unit is powered off, “Live” disconnected, “Load” disconnected, a surge via earth into the neutral on the inverter could be responsible for the damage?

Plausible?

I believe it is normally open.

Either way, if there is a surge from lightning, it will take any and every path it needs to get those electrons to ground, and a closed relay might have been better even, it would have provided a shorter path.
