Low voltage alarm on inverter with 2 x 200ah gel battries

Mt 24v Inverter is giving me an E4 warning of low voltage and subsequent cut off. The charge on utility returns to 26.7v and cut off voltage drops to 21.6v. The Gel batteries are 2years old. I also have 2 x 400 w solar panels. According to manual, on a average load of about 25% I should have more than sufficient power to last at least 8 hours or more on a 25% load. I understood that I should get at least 6 years run time on the batteries. Cut off usually occurs at night with about 8 hours load shedding per day. Could it be insufficient charging time

2 years is about the most I would expect from gel batteries.
