Essential db, is it a requirement or not

Should a separate db be created to house all the essential circuit breakers, is that a requirement as per SANS

No, it is not essential. But clear visual separation of essential- and non-essential circuits is a must, in other words, shuffling things around so all the essentials are together on one side.

And then comes labelling and die visual indicator (or audio if you really want to…).

Indeed. Clearly label which circuits are backed up.

I sometimes also refer to it as the “principle of least surprise”. Don’t do funny stuff in a DB. Make it bleedingly obvious what is what, so that the next guy knows.
