The issue with boost converters isn’t necessarily unique to boosting. It has to do with the ratio, and buck has its own issues (eg, a very small duty cycle below the limit of your control might be required, or high stresses on the switch). In such cases you would then incorporate a transformer into the design and take advantage of the turns ratio in that component. Once you do that, there is really no reason a boost converter cannot go to wherever you want.

It’s limited, of course, to about 24V max
