Can you connect a heat pump to a non essential load like you could an element?
Certainly. It just need power to work. Just like any other electrical device.
Ok but if one were to implement a load controller to disconnect the heat pump when someone switched on the kettle this could result in rapid switching which I know refrigerators don’t tolerate very well…
That is a different question. I would not do that.
The heat pump has its own little controller unit. And like most heat pumps (eg freezers, refrigerators), it does not like being switched on and off rapidly. If you do that, it may even go into an error condition (mine has done that exactly once in the 2 years I’ve had it, complained about low pressure in some part of the system).
At 900W or so, you should have much less reason to want to do it though.
