I swear I read, and understood, that it is a constitutional matter … but I will not put my head on a block.

I hope it isn’t. If it is, it requires two thirds in parliament to change it.

A quick scan of the relevant documentation reveals that the only thing the constitution has to say about electricity is to relegate part of the responsibility to local government (along with gas reticulation… ).
