Depends on grid code. NRS097 says 253V for 40 seconds or more, or something like that. Can’t remember the exact amount of seconds, but I do know it does allow some leeway.
Essentially it is 230V with 10% on either side, with a bit of a timeout, so between 207V and 253V is considered “normal”.
